whats a "security situation"? He's non-military and HAS to do contract work? (I thought slavery was abolished)

Thanks for the suggestions...

Yeah, he's retired just last June when he got back from the Bush war ... This contract job initially said deployment was voluntary, but there's a new boss, and he doesn't want to quit... got the bills to pay and I'm sure he'll be getting some compensation for his trouble.
